The 1995 XX Team Dos Equis frames were made in Taiwan for Barracuda.

I never heard of a Santiago, but it looks like a real Barracuda to me. If it has an oval shaped top tube, it would, for sure be a Barracuda. Welcome to the forum.

It also looks like it has a smaller rake angle as compared to yours and to the earlier frames.
By the way: Great picture of your bike, flowers and all..

That looks like a 12″ to me.. He may be measuring to the top of the seat tube.
